Why is the video playback "jerky" and/or skips?
Many of these videos are digitized versions of old VHS tapes. Some are 20 years old! They were full of "snow", flicker, frame skips, and generally poor quality. During conversion to an online format, the video is run through a Time-Base Corrector (TBC) -- an expensive video device which eliminates most of the snow and "bad frames" by replacing them with adjacent "good frames". The result is a huge quality increase, but sometimes with a skipping effect. We could have gotten smoother playback but the video would have been so garbled you couldn't make out the cars sometimes! So we opted for clear video.
